David Simon finished writing The Wire in the early 2000s. He was describing a Baltimore that had been broken for decades. What nobody fully realized at the time was that he was also describing the next twenty years of America.

The show's argument was simple and brutal: the institutions designed to protect people — police departments, school systems, city governments, newspapers — had evolved to protect themselves instead. The people inside those institutions who actually cared, who tried to do the right thing, were ground up and spat out.
