On a warm July evening in 1991, the streets of Milwaukee were alive with the usual buzz of nightlife. Tracy Edwards, a 32-year-old man, was out enjoying the night, unaware that this evening would lead to a shocking chain of events and ultimately the arrest of a mysterious individual.
